The genesis of the legal foundations of local self-government in the Kyrgyz Republic

This article outlines the current issues and problems of the formation of effective local self-government in Kyrgyzstan. The relevance of the research topic is caused by the need to study the genesis and experience of organizing local self-government in Kyrgyzstan. The purpose of the study is to consider the issues and problems of constitutional and legal regulation of local self-government (LSG) in Kyrgyzstan, to search for innovations in the formation of a real and effective system of local self-government bodies. Regulatory legal acts regulating the activities of local self-government bodies in Kyrgyzstan have been studied. Conclusions have been drawn that, in modern conditions, the main and initial source for the system of local self-government in Kyrgyzstan are legislative acts regulating the formation of local self-government bodies, the legal status of representative and executive bodies of local self-government, as well as the problems of their financing.
