The genesis of social management problem of higher professional education in the Russian Federation

This article discusses the evolution of the social management of higher professional education in the modernization of the institute of education in general. It is concluded on the need to use poli-paradigm approach to study this social phenomenon. There are stages in the evolution of the social administration of the Institute of Education in the context of public policy in education during post-Soviet period. The author determines that the modernization of the bodies and mechanisms of social control identified inner-system reorganization of universities and their adaptation to modern socio-economic conditions.
