The global information society changing the world: the copyright or the presumption of access to digital cultural heritage

Growing and firmly taken its position, the spread of information technology has changed the modern society towards globalization of integration processes. Today the right of access to information, knowledge and cultural values is becoming crucial not only for the formation of conciliar identity and development of social dialogue, but also for inter-ethnic and international legal relations. The author emphasizes the importance of the presumption of access to digital cultural heritage, which is a subject of a series of debates. Therefore, there is a need to find consensus between right holders and users of digital objects of cultural heritage. The field of digital cultural heritage should be regulated differently in the legal sphere than its classic counterpart. The author sees the way out of the arisen situation in the obviousness of general trend: the presumption of access is a new civilization challenge to the copyright law at all levels.
