National policy of the Russian Federation in the sphere of water management and conservation and the problems of its realization

This article reviews political and legal documents of the environmental character related to water management and conservation. These documents recognize the need to ensure integrated and rational water use, as well as the necessity for achieving high ecological standards of water bodies, preventing water adverse impact, improving safety of hydraulic structures and other activities. The main problem of state policy in the field of water management and conservation is that political and legal documents do not determine the main directions for the development of water and other sectoral legislation. The authors reveal that it is necessary to improve the regulation of water use agreement, legal regimes of ponds, hydraulic structures, self-cleaning ability of water bodies and other areas of legal validity concerning water management and conservation. The conclusion is made that it is necessary to determine the main directions of the state policy on the development of the relevant legislation at the level of political and legal documents.
