State policy of Russian economy management in the light of the actualization of the agrarian concept of A.V. Chayanov

The article gives a brief analysis of the problem of the limits of the ability to effectively manage the most important semi-market sector of the mixed economy of Russia - the agricultural sector. Specificity of agriculture in our country is its charisma, very different natural and climatic conditions and historically complicated artificially complicated land relations. An important feature and additional complexity of the regulated planning and management of this industry is the historical mentality and the «heavy» memory (the burden of mistakes) about the consequences of reforming the mechanisms for owning, using and disposing of land resources.
