State power and local self-government in the system of unified public power: problems and prospects of constitutional amendments

The year 2020 became a new starting point for the theory and practice of constitutionalism. The proposed amendments to the Constitution of the Russian Federation are quite largescale. Changes may affect 23 articles of the Basic law that affect the social and political spheres of life of society and the state. The author analyzes in detail the amendments made to Chapter 8 of the Constitution of the Russian Federation «Local government», raises the problematic issues of the «new edition» of the analyzed regulations. The prospects of development for Institute of local self-government in Russia, taking into account the amendments to the Constitution, are formulated by the author.
