State-public dialogue: determining factors and key personalities

The paper presents an analysis of theoretical and methodological approaches to defining the dialogue between the state and society as one of the most important characteristics that indicate processes of democratization in modern society in relation to the political practice of a self-determined (unrecognized) state. The aim of the study is to assess the experience of interaction between civil society institutions and the state in the context of the realization of the people's right to self-determination in order to identify the correspondence of current political practice to the conclusions formed in political theory and methodology of political science. The hypothesis is based on the authors' assumptions that the development of civil society is one of the key factors in state building and has significant potential in achieving a consensus between the authorities and society. Based on the thesis that the dialogue between power and society serves as a measure of political culture, the authors consider social and human capital as potential resources and a necessary condition for improving social and political life, revealing the role of state-public dialogue on the example of a self-determined (unrecognized) Pridnestrovian Moldavian Republic.
