The history of the Arkhangelsk land and the city of Arkhangelsk itself (originally Novye Kholmogory), founded in 1583 by decree of Ivan the Terrible, testifies to the special role of the maritime northern stockaded town, an outpost for the defense of Russia's northern frontiers. Subsequently, thanks to the purposeful and energetic nature of Tsar Peter I, his farsighted domestic and foreign policy, and his great efforts to strengthen statehood in Russia, it was possible to establish a Russian naval and merchant fleet on the White Sea area at the end of the XVII century. The commercial interests of many regions of our country and of foreign countries, including European countries, which influenced the international position of states and the foreign policy of the Tsardom of Muscovy, are concentrated here. And in all historical eras, state-legal regulation of land development and activity control processes was a prerequisite for strengthening the power and prosperity of the Russian state.
