State management of the information and communication infrastructure of the regions of the Ural federal district

This article is devoted to the study of the effectiveness of public administration of regional information and communication infrastructure on the example of the regions of the Ural Federal District. The research methodology includes general philosophical methods (system analysis, induction and deduction), economic methods, mathematical methods (comparative analysis), etc. A methodology for analyzing the effectiveness of public administration of the information and communication infrastructure is proposed, on the basis of which a comparative analysis of the regions of the Ural Federal District is carried out. A “problem field” has been identified, reflecting the main limitations of the progressive development of the information and communication infrastructure of each region of the Ural Federal District. The results of the work can be used by public authorities for monitoring the development of the information and communication infrastructure, as well as for goal-setting and adjusting the directions of improving the policy of the development of information and communication infrastructure of a large macroregion.
