Public administration by system performance evaluation of the teaching staff of Russian universities

The article is devoted to identifying the nature of evaluating the performance of the teaching staff of Russian universities. The hierarchical system of state administration is considered higher education. The authors mark that institutions of higher learning have a minimum degree of freedom in the acceptance of administrative decisions on many questions and argue that the current governance has spread to all levels of government universities, including at the level of the teachers. Evaluation of the effectiveness of teachers, in fact, is not the prerogative of the departments and the university, and is the administrative, binding, i.e. the state. The indexes of estimation of efficiency of activity of teachers of institutions of higher learning are certain authors, hierarchical included of these indexes is specified in the general system of estimation of efficiency of activity of universities. For the study, the authors used a systematic approach, considering the assessment of the effectiveness of the teaching staff of Russian universities as a system. On the basis of this approach, they analyzed such basic elements of this system, as the legal and regulatory framework governing this type of evaluation, the competence of the subjects of management, assessment management tools (government programs, development plans, targets and indicators, evaluation methods). A representative survey is an empirical base of the study, which it was conducted by the authors in the Ural Federal University named after the first Russian President Boris Yeltsin.
