State strategic initiatives for the development of the higher education system in the era of neural networks

The article analyzes the state strategy, federal and regional (on the example of St. Petersburg) legislative initiatives in the field of higher education in the era of neural networks. The article considers domestic digital technologies and their implementation in the field of higher education. The problem of practical implementation of effective strategies for the development of higher education in the era of artificial intelligence is outlined, risks in this area are identified, primarily the risk of artificial intelligence replacing original, students' own texts and ideas, increasing plagiarism, and, in this regard, the risk of formalization of the entire higher education system. It is concluded that the solution to the problem of minimizing risks can be state normative legal acts regulating the ethical standards of the use of artificial intelligence, as well as the development and implementation of a whole course on the Ethics of artificial intelligence in the university educational process, in the implementation of which teachers from the humanities can participate.
