State land supervision as a way of land protection

The purpose of the study is to analyze the effectiveness of measures for the implementation of state land supervision as the main means of protecting land on the territory of the Krasnoyarsk Region. Objectives: to study the activities of government bodies exercising state supervision over the use and protection of land; analyze the effectiveness of control and supervisory activities; develop proposals to improve the efficiency of land use and protection. One of the most important means of land protection is state land supervision. The functions of its implementation are entrusted to the territorial bodies of the Rosreestr, the Rosselkhodnadzor, the Rosprirodnadzor. Forty four inspectors of the Rosreestr conducted supervision on the territory of the Krasnoyarsk Region with an area of 2,339,700 km2 in 2020. They carried out 4,702 inspections of compliance with the requirements of land legislation and revealed 2,822 violations. Only 893 violators were brought to justice, fines were imposed in the amount of 7,229,830 rubles, 69.7 % were collected, which is a low indicator. The indicators of municipal control are even lower. 182 inspections were carried out, 113 cases were initiated on an administrative offense, 52 cases were refused, and 76 cases were brought to administrative responsibility. 21 inspectors worked on behalf of the Rosselkhoznadzor, they examined 98.5 thousand hectares of agricultural land, violations were revealed on an area of 74.5 thousand hectares. In 2020, 7,766,500 rubles were imposed, 95 % were collected, in 2019, 10,637,000 rubles were imposed, 59 % were collected, in 2018 6,967,000 rubles were imposed, 79 % were collected. There was practically no municipal control. The study of soil quality was performed by the Rospotrebnodzor. On a large territory, the soil quality in terms of sanitary and chemical indicators of pollution exceeds the regional indicators. In 2020, a high proportion of soil samples from residential areas that did not meet hygienic requirements were recorded in five cities and seven districts. Proposals have been developed to improve the effectiveness of supervisory and control measures.
