Limits of controllability in a situation of turbulence: a sociological analysis

The paper reveals the main trends in modern society development in a situation of dynamic changes. Special attention is paid to the identification of differences between management and controllability. Management is a formalized aspect of the collaboration which has a creative, purposeful character. Controllability is a qualitative characteristic of management. Controllability makes it possible to determine the readiness of the management entity to achieve its goals and the level of interaction of management entities with each other. Controllability turns out to be an integral part of the creation and a component of the mechanism that imposes limits on the dynamic management process. The paper highlights the aspects of social turbulence affecting the limits of controllability. They include the butterfly effect, the strength of weak ties, the black swan effect, and the hidden management entity. From the theoretical perspective, the heuristic potential for determining the limits of controllability allows one to identify differences between uncertainty and stability, unpredictability and predictability. In practical terms, the identification of limits contributes to the development of controllability meters at the level of personal competence, occupational and social mobility.
