The paper deals with the forensic characteristics of the minor’s personality involved in crimes and (or) antisocial actions by adult citizens as well as the development features of the minor’s value system and the functional role of an adult in this regard. The main task of the state is to care about children, protect adolescents from all forms of violence, exploitation and abuse, namely, involvement in crimes, antisocial actions (drinking alcohol, taking intoxicants, vagrancy, begging). While involving persons under the age of eighteen in crimes, adult citizens pose a threat to society and the state, as they generate future criminals and undermine the social values. Adolescents are susceptible to manipulation and are weak to resist the negative influence of adults, whose actions can deliberately corrupt the fragile psyche and instill false values, so the state bodies activities focus on early identification of such persons and bringing them to justice.
