Хозяйственные и политические кампании в Республиках Закавказья СССР в годы третьей – пятой пятилеток: переселения в документах высших органов партийной и государственной власти (Часть II. по Азербайджанской ССР)

В основе второй части предлагаемого исследования названной проблемы – комплексное освещение масштабных по своему влиянию и последствиям хозяйственных и политических кампаний, связанных с переселением населения, проводившимся в Азербайджанской ССР в годы третьей – пятой пятилеток (1938–1955). Акцентировано внимание на народно-хозяйственных планах Союза ССР по преобразованию Кура-Араксинской низменности Азербайджанской ССР, связанных с реализацией крупного промышленного проекта – строительства Мингечаурского гидроузла в 1946–1950 гг. Цель носила прозрачный характер – создание мощной энергетической базы для Азербайджана (Баку), и всего Закавказья. В планах намечено создание зерновой базы, развитие хлопководства в Закавказье. Предполагалось на первых порах освоить 112 тыс. га новых орошаемых земель в Муганской, Ширванской и Мильско-Карабахской степях2. Рассмотрен вопрос о межреспубликанском переселении колхозников и других контингентов азербайджанского населения из Армении в Кура-Араксинскую низменность (1948–1953 гг.). Показан процесс организации технической помощи переселенческим колхозам и переселяющимся колхозникам в обеспечении строительными материалами. В статье представлен анализ нормативно-правовой базы по многим направлениям хозяйственного освоения названных территорий. Сделан вывод о том, что решение советской власти о переселении армян из-за границы (репатриация) в Армянскую ССР (21 ноября 1945 – 14 сентября 1948 г.), а также азербайджанцев из Армянской в Азербайджанскую ССР хотя и взаимосвязаны на определенном этапе (декабрь 1947 г.), но первое событие не является причиной второго. Рассмотрены и другие разного рода политические кампании: спецпереселение этнических общностей (курды, иранцы, греки, немцы, турки, армяне-дашнаки) из Азербайджанской ССР (1937–1949 гг.) и процесс их реабилитации.

Economic and political campaigns in the Republics of the Transcaucasia of the USSR during the third – fifth five-year periods: resettlement policies in documents of the highest bodies of party and state power (Part II. on the Azerbaijan SSR)
The second part of the proposed study of the aforementioned problem is based on a comprehensive examination of the economic and political campaigns related to population resettlement, which were carried out in the Azerbaijan SSR during the third to fifth five-year plans (1938–1955) and were large-scale in terms of their impact and consequences. Attention is focused on the economic plans of the USSR for the transformation of the Kura-Araz lowland in the Azerbaijan SSR, which were linked to the implementation of a major industrial project – the construction of the Mingechaur hydroelectric complex in 1946–1950. The goal was clear – to create a powerful energy base for Azerbaijan (Baku) and the entire Transcaucasian region. The plans include the creation of a grain base and the development of cotton production in the Transcaucasian region. Initially, it was planned to develop 112,000 hectares of vacant land, including not only the aforementioned territories but also the Milsko-Karabakh steppe. The issue of inter-republic resettlement of collective-farm workers and other groups of the Azerbaijani population from Armenia to the Kura-Araz lowland (1948–1953) was considered. The process of organizing technical assistance in providing construction materials is described. The article presents an analysis of the regulatory and legal framework for many areas of the economic development of the aforementioned territories. It has been concluded that the Soviet authorities’ decision to resettle Armenians from abroad (repatriation) to the Armenian SSR (November 21, 1945 – September 14, 1948), as well as the resettlement of Azerbaijanis from the Armenian SSR to the Azerbaijan SSR, although interconnected at a certain stage (December 1947), in our view, the first event is not the cause of the second. Other various political campaigns were also examined: the forced resettlement of ethnic groups (Kurds, Iranians, Greeks, Germans, Turks, and Dashnak Armenians) from the Azerbaijan SSR (1937–1949) and the process of their rehabilitation.
