It is represented in the article the philosophical cultural analyze of dichotomy universal (global) / local (regional) as the basis for social modernization of the society. It is described the specific of contemporary regional cultural system with the example - regional culture of Krasnoyarsk region. Applied character of the research is determined by analyze of ideal forming potential of regional art in the condition of social modernization.
