Identifiers of the Human Factor: Cultural and Political Cybernetics

Modern politics is losing legitimacy by becoming disconnected from the human factor and cultural codes. This article proposes a new paradigm: the integration of political and cultural cybernetics through the prism of cultural semiotics. It is argued that sustainable public administration is only possible by taking into account the five natural spheres of human activity and the cybernetic identifiers of the human factor. Based on an analysis of prehistoric self-organization mechanisms, a model of “cultural cybernetics” has been developed that activates society’s creative potential through latent cultural codes. A three-stage methodology for implementing the model has been developed: decoding cultural codes-identifying latent meanings and values; translation into management decisions-reviewing draft laws, incorporating cultural characteristics into state programs, and creating interdisciplinary working groups; and feedback and correction-monitoring public reactions, pilot projects, and digital platforms for analyzing cultural feedback. The proposed model is particularly relevant for post-Soviet countries. It allows for a transition from technocratic governance to policies based on the socio-cultural needs of society and human potential.
