Network communication (networking) is a system of relations between several organizations, established in order to achieve their common goals and c objectives. The networking models are very important in education system as networks allow the educational institutions to exchange good experience e and to look for new ways of development and methods of educational activities jointly. Currently the most perspective is the networking with the application of information technologies, primarily the Internet opportunities [1].

In higher education networking is represented by mainly academic mobility system. This system gives students an opportunity to receive education in several universities at the same time through the use of distance learning technologies.

However, in the system of vocational education the field of networking now consist of only individual achievements. During the research, the following network portals have been considered:

– Portal "Petersburg education".

This site was created with the participation of the St. Petersburg government. It provides information on educational institutions, the certification of teachers, students’ achievement and the results of the exams. In fact, the city government creates a bond between the pupils’ parents and teachers. However, the site cannot be used for a direct communication, it only provides the necessary information [2].

– The official website of distance education center "Snail”.

The center, founded in the year 2000, is the organizer of distance competitions and contests for preschoolers, school children and teachers. Total more than 130 distance events are organized. The community consists of participants, authors and organizers of remote contests and competitions, and in Russia and abroad. Total number of users is about half a million people [5].

– The official website of The Herzen State Pedagogical University of Russia.

The site contains information about the center "Bridge". The center promotes employment of university graduates [4]. This function can be considered as an element of teachers’ networking.

– Internet site "Russian educational materials library".

This site is intended for teachers and students. It provides educational, methodical and regulatory materials (in particular, the materials governing the conduct of the unified state examination). Registration on the site gives you access to content. Materials are available in text, auditory and video format. The site has registered about 3,000 users [3].

The results show that at present all of the described networking portals cannot sufficiently improve the quality of open source software. This situation is caused by several problems. Here they are:

– Disunity. Teachers and students’ parents interact in a fairly limited network system. For example, they connect only within individual regions or institutions (Portal «Petersburg's education" and the official website of The Herzen State Pedagogical University of Russia). Another variant of disunity is the lack of effective cooperation among the number of participants in the network community (The websites of center "Snail" and "Russian educational materials library").

– Poor awareness about the availability of sites.

– Low qualification of teachers and students’ parents in the field of information technology. The problem inhibits and minimizes the any form of networking development.

To solve the described problems the vocational education agencies are encouraged to use the experience of higher education institutions in the implementation of innovative education. The first steps to create a networking system, already implemented for high schools are:

– Creating a regulatory framework for networking. This includes orders and instructions on the implementation, testing and monitoring of e-learning.

– Creating a methodological framework for networking. It includes the algorithm disciplines’ development, the requirements for the participants and recommendations for the materials’ formalization.
