Information legal relations in the field of librarianship

An attempt is made to consider the concept, legal nature and structure of relations regulated by the norms of law (legal relations). The specifics of informational legal relations and their differentiation into types depending on the scope of application are analyzed. Particular attention is paid to informational legal relations in the field of librarianship. The opinion is expressed that these legal relations are a special kind of informational legal relations. The transformation of informational legal relations in the library sphere is ascertained under the influence of the most important strategic documents that regulate the information sphere. It is noted that the system of legal regulation of information relations in the field of librarianship is comprehensive and includes generally recognized principles and norms of international law, basic norms of information legislation, including legal norms regulating librarianship, other industry standards of federal legislation relating to the protection of library information, in including norms on liability for violation of legislation in the field of information, culture and preservation of cultural heritage, norms for legislation the Russian Federation and local self-government bodies in the field of library science, as well as local legal acts libraries. According to the results of the study, it was concluded that in connection with providing access to information in the library sphere in the context of digital transformation, information-legal relations arise that have a number of features due to the composition of subjects (libraries, users (readers), library staff, public education (Russian Federation , subjects of the Russian Federation, local governments), etc., objects of these relations (library funds, including library and information resources and library information, e-library environment, digital libraries, etc.), specific procedures to provide access to library information, and library and information resources, a unique set of rights and duties of subjects.
