If not to carry out both the execution state and public control of the accepted standards of the rule of law the right realization for the quality education of persons with special health needs (SHN) was systematically denied. In this regard more essential attention has to be paid to the realization monitoring of the persons with SHN rights on professional education about which there is a speech in this report. Now there is no integrated approach to carrying out the quantitative assessment of the realization practice of the persons with SHN rights on quality professional education, it is felt the lack of competent international comparisons.
