Innovative development of Russia: from political appeals to anti-recessionary actions

The state of the innovative process in the Russian Federation is estimated, the reasons of low innovative activity at all stages of the innovative process are revealed and measures on their neutralization are offered. Definition of "innovation" is given, the necessity of formation of the national innovative system and the innovative climate by means of increase of the state role and its bodies in increase of a role of science and education in maintenance of economy with innovative development and staff creation of conditions for innovative development of the Russian business is grounded. Measures on development and improvement of the innovative legislation are offered.
