The modern institute of social work has passed the most intensive and peculiar stage of its formation and development in the twentieth century. In our country, the process of institutionalization developed in different ways, based on those specific social needs that were characteristic of changing practice and which the new social institution was designed to satisfy. The features of its functioning over the past century have received different interpretations in the domestic discourse. This was explained both by the peculiarities of a certain historical stage of the development of a particular society, including the Soviet one, and by various theoretical, ideological, political, managerial approaches to the implementation of the tasks of helping the most socially vulnerable, marginal and deviant social groups. The result of the institutionalization of social work took shape by the beginning of the new millennium, establishing promising foundations for solving urgent social problems associated with the provision of social assistance to the needy categories of citizens and for new generations.
