Institutional regulation of personnel vulnerability of the region

Foreign policy, demographic and socio-economic challenges contributed to the emergence in the labor market of a situation atypical for the entire post-reform period in the Russian Federation. It is a change from the «buyer’s market» model to the “seller’s market”, where, in conditions of limited supply of labor resources in general and qualified ones in particular, the use of regulatory instruments adapted to the existing conditions is required. The purpose of the paper is to analyze existing instruments of state regulation of the labor market, the possibility of using them to solve problems of personnel vulnerability as a situation of shortage of qualified personnel in the labor market. Using content analysis methods in relation to the regional programs “Promotion of Employment”, Federal projects “Personnel for the Digital Economy”, “Development of Human Resources in the IT Industry”, “Providing Medical Organizations of the Healthcare System with Qualified Personnel”, “Personnel for Unmanned Aircraft Systems” the authors of the article assess the adequacy of goals, objectives, measures and indicators of the effectiveness of their implementation of the current situation in the labor market of the Russian Federation and its regions. The study draws conclusions about focusing attention on sectoral personnel problems and personnel training tasks, and identifies the areas of insufficiency through a comparison of indicators for the implementation of program activities in the field of employment promotion with trends emerging in regional labor markets. In this regard, it is necessary to improve institutional regulation such as the development, adjustment and addition of norms, rules and procedures that allow timely and comprehensive provision of sustainable development of the labor market, realization of the potential of the economically active population and GDP growth.
