Institutional changes in the area of information markets are an integral part of globalization and a result of the on-line services development in developed countries. They have become the cause of a new type of network relationships. At present new principles of economic development, principles of modeling new economic dependences, principles of maintaining and developing sustainable local cluster systems and “network” are formed. In other words, the process of creation necessary institutional forms based on new understanding of how to communicate and organize different knowledge is taking place. The basic principle of information clustering is a pursuit of economic agents to maximize their competitive advantage through created added value and savings gained on transaction, as well as elimination of information asymmetry. The research methods used in the study are based on a variety of correlation procedures and cluster analysis. The research was also conducted with the help of a package of data analysis of social sciences SPSS Base 11.0. We came to a conclusion that a network model of public governance is gradually settling in the regions of the Central Federal District. The model was originally based on twelve basic electronic services for citizens (G2C). Development of the network clusters will facilitate in the establishment of a new paradigm of the virtual market space.
