Institutional foundations for IT industry development in terms of structural adaptation of the national economy

The article studies the institutional foundations for creation and development of IT industry, which determines the structural adaptation of the national economy. It is noted that digitalization can act as a catalyst for economic transformation, and its efficiency is largely predetermined by functioning of the institutions that facilitate it. We have considered the changes in industry adaptation directions for 2018-2024. Based on the analysis of existing institutions, we have proposed a prioritization of the goals of IT industry and presented taxonomy of its development trends. The identified hierarchy of levels (urgent, basic and development levels) allowed us to determine strategic priorities in improving the national economy, which should become the basis for structural adaptation. The results obtained allowed us to conclude that the existing approach to IT development in Russia is systemic and plays a central role in structural adaptation of the national economy.
