The paper presents the results of an analysis of the perception of institutional conditions of professional development by Rostov region's health professionals. A prerequisite for the functioning of the Institute of Public Health is that its personnel have undergone an accreditation procedure; a sufficient condition is the professional development of health professionals. The need for accreditation has provoked negative reactions from those who have had experience of certification, but these same professionals demonstrate willingness to comply with the procedure and acceptance of the new “rules of the game”. Health professionals generally satisfied with the distance learning format and the fact that on-the-job training takes place. On the contrary, nursing staff are more nostalgic for the full-time format of training, noting the difficulty of combining the current functionality and advanced training during working hours and the lack of practice. Payment for tuition from personal funds and organization of trainings during working hours is becoming a generally accepted norm. Awareness of the mandatory accreditation procedure, the organization of online courses mainly during working hours produces a new practice of corporate behavior - delegating authority to the competent person to confirm attendance at online sessions.
