Institutional and activity-based approaches to the problems of the development of the institute of fire-fighting volunteerism

The article analyzes the problems of the development of voluntary fire protection from the point of view of the activity approach, which allows to identify the features of the citizen’s realization of the right to create public associations to fight fires, as well as from the point of view of the institutional approach, thanks to which it is possible to consider fire volunteering as an independent social institution.
