Control in the sphere of purchases of goods, works, services for the state and municipal needs: legal aspects

The article analyses the features of the institution of control in the sphere of purchase of goods, works, services for the state and municipal needs. The author focuses on the application by the state of the maximum control model supposing carrying out monitoring and audit, scheduled and unscheduled inspections of activities of participants of the contract-based purchasing. It is concluded that there is a need for elimination of abstract formulations in the legislation on the contract-based system of purchasing, introduction of accurate legislative formalization of the legal status of subjects of the state control in the sphere of purchases of goods, works, services for state and municipal needs.
