The article examines the formation and development of the institution of citizens' appeals in pre-revolutionary Russia. Separate stages are determined and their specificity is highlighted. Significant dates and events in the development of the institution of citizens' appeals are highlighted. Particular attention is paid to the formation of the regulatory framework of this legal institution. The characteristics of the social and socio-political factors that influenced the development of the institution of citizens 'and legal entities' appeals to the state authorities and local self-government are given.
