Toolkit for comprehensive analysis of the innovation development of a region

The modern toolkit for research and assessment of the innovation development of territories includes not only various approaches to understanding the main categories of the innovation sphere, but also methodological approaches to interpreting the results of innovation activities and to developing the recommendations aimed at forming favorable factors and conditions for the development of the innovation environment of a region. The article provides an overview of the research studies on the processes of development of regional innovation systems. The author's toolkit for assessing and analyzing the innovation development of regions, formed by combining and improving the existing approaches to the problem under examination, is presented. The elaborated methodological approach allows to consider the factors of innovation environment and the fields of fulfillment of innovation activity of the constituent entities of the Russian Federation, to conduct a deeper and more detailed analysis of the innovation development of the country as a whole and of its regions. The proposed toolkit for assessment and analysis mitigates a number of weak points in the existing methods and can be used while developing the recommendations for the formation of a favorable innovation climate, a high level of innovation potential and activity, as well as while developing regional strategies for innovation development of the constituent entities of the Russian Federation.
