Integration of higher education and national export strategies: legal regulation and organizational issues

The social development of society in the face of resource constraints, unstable living conditions and the economy creates a whole range of social problems, from unemployment and poverty to corruption and religious, national conflicts. All these acute social, economic problems require a systemic, consistent and complete solution. Their circle is currently vast, and every year it is growing. Of course, a certain format of global social problems remains, the solution of which requires a long time from the state and society. At the same time, there are social problems that can be solved within 3 to 5 years, and at the same time create a solid foundation for society to emerge from other global social problems, such as: demographic crisis, cyber threats, terrorism, high crime rates, social inequality and poverty, environmental imbalance, blurring moral values and a cultural crisis. The ambiguous processes of communication between all social actors, as well as between the community of social actors and public authorities, their fragmented interaction, and in most cases the lack of mutual understanding, polar contradictions in the interests create obstacles in the formation of joint management platforms. And the solution to these problems, according to the author, is the integration of higher education in the global educational environment at the same time as positive cooperation between Russian universities, business and non-governmental sector organizations. Namely, the cooperation of all social subjects of Russian society will allow the export of education and the implementation of the planned state national strategies.
