Integrative function of project method in training officers for profession of a policeman

Introduction. Implementing new educational programmes for police training implies relevant, purposeful, scientifically proved application of methods which provide effective formation of the learners’ professionally important qualities at the level required by the state and society. In this regard it is significant to realize an integrative function of project method for training officers in administrative law. Materials and Methods. The researcher questioned 80 officers when in 2018, 2019 they defended their projects on the current programmes for professional training of middle-ranking and senior police officers first enrolled into law enforcement for the positions of a district police officer, juvenile inspector, administrative law inspectors (basing on higher legal education) majoring in “Policeman” specialization. Result and Discussion. Project method is one of the elements of the system of methods suitable for studying the subjects in the field of administrative law at different stages of getting knowledge, the learners’ acquiring skills sand abilities, formation of readiness and abilities to use them in their practical law enforcement activity. In this research the project is a mock administrative case which is developed by every learner individually and then is defended. The integrative function of the project method as the means of optimization of professional training for the position of “Policeman” in its legal administrative aspect is realized via development and usage of the methodical equipment for studying the subjects “Fundamentals of Administrative Law” and “Fundamentals of Administrative Procedure” included into the curriculum. Conclusions. As the results of using the project method in professional training of law enforcement officers majoring in “Policeman” profile at the faculty of professional training of the Voronezh Institute of the Russian Ministry of Internal Affairs show, the perspective of developing and defending the project stimulates the students from the very beginning of studying the subject “Fundamentals of Administrative Law” to focus on further practical application of the obtained learning information in the case file on administrative violation. At the same time, there is an increase in motivation to perceiving and structuring of information, independent work with normative legal acts, law enforcement materials, analysis of procedural actions and the surrounding documents. Over 90% of the questioned officers who defended their projects after studying the subjects related to administrative law emphasized these positive characteristics.
