Modern education is becoming more innovative, but at the same time lost the understanding of its true purpose - the formation of a highly erudite person, which is not only professionally competent unit, but also adapted to real life situations and conditions. Our contemporaries analyze the effectiveness of public service. Comparison of the problems and obstacles to their solution allowed formulating the concept of cognitive barriers, exploring the logic of failure, considering our intellectual readiness, and now the competence to articulate a complex problem for the analysis of its solutions
