The use of the concept of "crime solution" to define the tasks of the preliminary investigation

On the basis of the analysis of the provisions of the criminal procedural theory and legislation, the emerging investigative and judicial practice, the cognitive-search orientation of the preliminary investigation is considered. The shortcomings of using the concept of «crime solution» to determine the tasks of the preliminary investigation are noted. The arguments substantiating the expediency of setting for the investigator the task of investigating a crime instead of solving a crime are given. On the basis of these arguments separate proposals for improving pre-trial proceedings are presented.
