Historical memory as a state policy tool in the sphere of higher education: national context and regional aspects

The main purpose of the presented article is to consider historical memory as an instrument of state policy that allows forming a collective identity through institutions of higher education. The article analyzes aspects of the formation of the national memory policy related to ensuring the security of the country. At the same time, it is noted that historical memory is an area of human knowledge, and sometimes mythological representations, widespread at the level of mass consciousness, where science is quite closely in contact with state policy aimed at forming collective (civil, state) identities of the inhabitants of the country. The authors of the article emphasize that the ethnic and confessional differences that exist between people are quite capable of forming deep differences in their historical memory as well. In conclusion, the article concludes that the process of forming historical memory in Russia faces the problem of interpreting the Soviet heritage and its positive assessment, while at the same time there is a request from the authorities for a negative attitude to the revolutionary events of Russian history.
