Historical prerequisites for the formation of T. Kulatov as a statesman (20-30 years of the XX century)

The study of the activities of historical figures and the dissemination of their results in society creates conditions for the development of state ideology, the unity of the people and the strengthening of spiritual potential. n the history of Soviet Kyrgyzstan, T. Kulatov occupies a special place as a statesman who headed the executive and legislative branches for more than forty years and made a significant contribution to the socio-economic and cultural development of the republic. His historical image is a unique phenomenon. The analysis of the historical prerequisites for his formation as a statesman on the basis of scientific research and the creation of the image of an outstanding historical figure remain relevant tasks at any time. By the 1930s, significant achievements had been made in Kyrgyzstan's agriculture and industry. The construction of the first light and heavy industry facilities, railways and highways connecting cities began in the republic. From a political point of view, during this period a unified system of governance was created, borders were formally clarified, and various departments began to function. This created favorable conditions for the development of Kyrgyzstan. During the period when T. Kulatov began to become involved in the structures of power, large-scale socio-economic and cultural changes were taking place in Kyrgyzstan. The process of statehood formation, which began in the 1920s, has entered a new stage. The formation of the Kirghiz SSR in 1936, the adoption of a new Constitution of the republic in 1937 and the creation of the Supreme Council (parliament) raised the status of the republic at the level of the Union, ensured equal rights and contributed to its comprehensive development as a state. Such changes in the political system of the Soviet state opened up opportunities for the involvement of representatives of ordinary strata of the population in the structures of power and in all aspects of public life. The article provides an analysis of how, against the backdrop of the socio-political transformations noted above, T. Kulatov was involved in the system of public administration and received the opportunity to contribute to the further development of the republic.
