Changes in the legislation on the organization of public power in the subjects of the Russian Federation

Amendments to the Constitution of the Russian Federation adopted in 2020 led to the adoption of a new Federal Law “On the General Principles of Organization of Public Power in the Subjects of the Russian Federation”. Despite the fact that this law actually reproduces many provisions of the Federal Law “On General Principles of Organization of Legislative (Representative) and Executive Bodies of State Power of the Subjects of the Russian Federation”, nevertheless, the rules on the name, terms of office and responsibility of the highest bodies of state power of the subjects of the Russian Federation have undergone significant changes. Some of them call into question the principles of federalism, since they lead to the establishment of a system of relations more characteristic of a unitary state, when the regions are excluded from the opportunity to influence federal politics, and the center has broad powers to appoint and dismiss the heads of regional authorities.
