The article contains a retrospective analysis of activities of the Tatar and Chuvash schools in the Ulyanovsk region. The study is based on the original documents from the State Archive of Recent History of the Ulyanovsk Region, which are for the fi rst time introduced to the scientifi c world. The authors view the system of school education as the spere of crossing of interests between the state authorities, research institutes, public organizations and initiative groups of the population, and argue that a compromise between the effectiveness of the educational process and the material provision of general education was fi nally found. Meanwhile, the development of school education in the studied period was carried out with insignifi cant material investments, and the effectiveness of training and education was under the control of both state authorities and various public organizations.
