Modern educational systems face the necessity of fundamental revision of approaches to professional development of teaching staff in the context of rapid digitalization and growing socio-cultural requirements. This study aims to develop and empirically validate a comprehensive model of teacher professional improvement that integrates cultural competence, technological literacy, and the ability to adapt to changing social expectations. The methodological basis of the study is based on a mixed approach, including longitudinal analysis of professional development of 8 teachers and 87 students from 3 educational institutions, structured interviews, surveys, and expert assessment of competency profiles. Empirical analysis revealed critical deficits in cultural adaptability among 75% of teachers, insufficient readiness for technology integration among 62.5% of respondents, and low effectiveness of traditional professional development models. The practical significance of the study lies in creating adaptive tools for systemic modernization of pedagogical education, ensuring synergistic development of professional, cultural, and technological competencies of modern teachers.
