Ecological factor of prospective development of mineral resources of the northern region

The northern territories of the Komi Republic have a diverse raw material, natural resource and environmental potential. The functioning of production facilities, primarily for the extraction of mineral raw materials, is associated with a high environmental risk and will be accompanied by an inevitable increase in the negative impact on the environment; therefore, the problem of taking into account the environmental consequences of economic activity is especially relevant. A comprehensive assessment of the impact of promising objects on the environment is the purpose of the study. The tasks of the work are to analyze the ability of the natural environment to perceive future loads, to identify modern ways of its subsequent restoration, and to assess the losses of ecosystem services expressed in cost and other social indicators. The economic assessment of the loss of ecosystem functions and the analysis of their application form the scientifi c novelty of the study. We have obtained the main results on the basis of the method of statistical analysis, as well as methods for assessing ecosystem services - compensatory or alternative costs; the cost of restoration; market assessment of direct and indirect costs. The article reveals that local residents, as well as small businesses, are interested in preserving almost all ecosystem services. Ecosystem services are practically not in demand outside the region. The sale or “entry into the market” of traditional natural resources is much lower than their actual availability. The calculations have showed that the specific value of environmental services ranged from 39.4 to 308.8 thousand rubles/ha depending on the areas of prospective resource development, the damage caused by the loss of ecosystem functions is only a hypothetical value. The forest plans for 2019-2029 refl ect the cost characteristics of environmental services which should become elements of the cadastral value. The development of recommendations for the inclusion of such services may be a direction for further research.
