Environmentally oriented approach to management of innovative development of regional construction complex

Continued global environmental degradation requires the construction process to use only those innovations that can improve the quality of life while preserving nature. The purpose of this article is to develop a mechanism for managing a construction complex which ensures comfortable and environmentally safe existence of people in parity with nature. The article analyzes the existing approaches to the functioning of a construction complex system. It is revealed that most approaches offer such a selection of key system elements (separate participants of the construction process) at which the main purpose of the system’s functioning is to obtain economic profit. We believe that consideration of the functioning of the construction complex’s system in isolation from the adjacent systems of society, the state and nature is incorrect. Environmentally oriented approach to the analysis of functioning of the building complex system is used in the article. As a result, a cognitive model of its interaction with the society, state and ecosystem is developed. The developed model made it possible to identify that the key indicator of the considered system’s development is quality, as a set of environmentally oriented requirements and the level of compliance with them. It is on the regulation of the environmental component of the quality of construction objects that management actions should be targeted at today. An important scientific result obtained during analysis of the developed model is the establishment of an ecological imperative, as a necessary condition for sustainable development of a regional construction complex in modern conditions. The article presents a brief characteristic of green building - the direction of construction industry development with taking into account the opportunities and requirements of the environment, which became widespread throughout the world. Substantial restrictions that hinder the development of this direction in Russia are determined. Based on the research, a mechanism for environmentally oriented construction management is developed. Recommendations for assessing the degree of environmental impact in the process of construction projects implementation are given. The developed measures of administrative influence on the regional construction complex will allow increasing sustainability of its development and stimulating the implementation of environmentally oriented projects through mechanisms of appropriate control conducted by the authorities on fulfillment of the established engineering and environmental requirements for construction.
