It is substantiated that a necessary condition for the value-semantic mastering of the educational content by students, high-quality professional training of specialists in higher educational institutions is a certain level of reading culture among students. Definitions of the concept of “reading culture” are given, the processes of changing attitudes to reading and reading as an activity are analyzed. The potential of the ecological-synergetic approach as a basis for theoretical and methodological substantiation of the construction of the process of formation of a reading culture, ensuring the interaction of linguistic, cultural, psychological, social factors in the conditions of the cultural and educational environment of the university is shown. Definition of theoretical and methodological foundations, the basic approach to the formation of students’ reading culture in the cultural and educational environment of higher education allows us to move on to the stage of designing the corresponding direction of the university’s work.
