Training the special needs children is one of the key issues in the modern educational system. However, it is a sensitive problem which requires a multidimensional consideration. The accessible education environment in the Russian Federation is legislatively established. The problem is solved at several levels such as the creation of specific conditions for students with disabilities and consideration of public opinion. The study presents the data on Moscow and Moscow region received within the all-Russian monitoring of educational institutions teaching special needs children. This monitoring is designed to provide an expert assessment of readiness to introduce the Federal State Educational Standard of Primary General Education for Students with Disabilities. The above-mentioned regions are selected as innovative leaders. The research reviews such important aspects as technical assistance, staffing, the range of educational institutions (according to the category of special needs children), and information support for introducing the standard under review.
