Export potential of hotel business as an element of tourism industry

The article presents a study of the current state of the hotel services market, analyzes existing problems and prospects for the hotel business development, as well as the factors shaping and influencing its export potential. The relevance of the issue is due to the existing relationship among the foreign tourism development and the state of the hotel industry and other accommodation facilities. The low level of hotel services provided, high prices compared to the world level, the obsolescence of the material and technical base become the primary reason for the decline in demand for services of domestic accommodation facilities and the orientation of tourists to their companies operating in Russia. Unwillingness of hotel owners to put into practice world standards of service also restrains the export potential of the hotel business. The overestimation of hotels’ categories causes disagreements among guests and their owners, resulting in significantly increased consumer dissatisfaction, affecting the competitiveness of domestic hotel services. In order to increase the tourism potential of the country, in recent years, a number of programs and bills have been developed and implemented to improve conditions in the tourism and hospitality industry, ensuring the prospects for growth in the volume of exports of services provided. Based on this, the article pays attention to the state policy and legal regulation of the hotel business within the tourism industry, analyzed the regulatory framework for the protection of consumer rights, users of hotel services, noted global trends in legislation relating to tourism and hotel business, highlighted the obvious prospects.
