The paper covers the problems of formation and development of the legal control mechanism in the turnover of industrial explosives. The first normative acts regulating the work of law enforcement bodies on controlling the turnover of weapons and explosives are analyzed. Stages of the legal control mechanism of the turnover of industrial explosives are defined.
