The relevance of the article is due to the need to form ethno-cultural competence in cadets of departmental universities of the Russian penitentiary system. In the authors' opinion, it is carried out through the inclusion of additional educational activities in the educational work of the university, as well as through the inclusion of additional lectures and seminars on these topics in the academic disciplines (humanitarian profile). The main emphasis is placed by the authors on educational work with cadets, namely, on the introduction of an elective course developed by the authors on the formation of positive interethnic relationships among cadets during the curatorial hour. The pilot study (questionnaire survey) of cadets of the Academy of Law and Administration of the Federal Penitentiary Service (Ryazan) revealed underdeveloped interethnic interaction in the teams of cadets, so the introduction of curators of study groups elective course to form positive interethnic relations among cadets becomes relevant. The article outlines the objectives of the elective course, as well as a number of topics of its lectures and seminars. The authors assume that by introducing an elective course in the educational process of the Russian Federal Penitentiary Service universities, the potential of educational institutions of the penitentiary system to form ethno-cultural competence among cadets will be intensified. The authors' conclusions are confirmed by statistical data obtained during the experiment.
