Evolution of state-insurance model in healthcare (1920-1930s)

The transformations in healthcare system in the USSR of the 20-30s in the context of interaction of state and insurance basis are reviewed. The correlation between these changes and the shifting from the war communism to the NEP and from the NEP to the stage of development of socialism is established. The health care model that prevailed throughout this period is defined in the article as the state-insurance model. It is being proved that despite the radicality of the transformations those took place in the country during that period, the changes in health care system only to a small extent transformed the foundations of the existed system, one of the most important features of which was the unequal access of different groups of population to health care.
