Evolution of the institute of civil service in the Russian Federation

The article examines the evolution of the institution of civil service in post-Soviet Russia. On the basis of a systematic approach and a historical and legal method, the authors investigate the development of public service at various stages. The first stage falls on 1991-2000. It is characterized by democratization, professionalization and isolation of the institution of public service and the simultaneous loss of its value and semantic guidelines, weak structuring and insufficient regulatory framework. The second stage begins in 2000. It was marked by filling the system of public service with values and meanings, improving the system of normative legal regulation of this institution, and increasing the complexity of its structure. Finally, the third stage will start in 2020. It is inextricably linked with the constitutional and legal consolidation and development of a unified system of public authority. Based on the conducted research, the authors conclude that the vector of further evolution of the institute of public service is due to its pivotal role in the emerging system of public service, which has not yet found legislative formalization.
