Evolution of a personnel of the Ural militia in a context of the New Economic Policy

In the monograph the author characterizes state of both militia and criminal investigation department personnel during post-civil war period and analyses measures for solving the staff problem appeared due to transition to the New Economic Policy. The author paid special attention to realization of the class-party approach when choosing the Soviet militia workers. Analysis of the Ural militia personnel of the end of the twentieths revealed that an average militiaman of the Ural region was an undereducated, non-party man, of peasant origin, having the work experience in the bodies which is less than one year.
