The article is devoted to the research of the public administration managers' education models. It also identifies social and historical conditions, affecting the development of the definite individual type - a representative of authority. The authors research the dependence between training goals and traditional society and power relations and consider that the most effective model is the one, in which pedagogical relations are made on the basis of cultural behaviour models, professional standards, valuables of the dominated community.
